When a low ctr may well work

A campagn with six basic keywords has an overall ctr of 2. Two of keywords pull around 7 while the most important words (segueing perfectly with the presentation) have a miserable .04 ctr, albeit with tons more impressions.
My conclusion: you can use words that for whatever reason have a high ctr to pull along more pertinent terms that may get tons more impressions but an low ctr. A stratagy?

If I saw that, I would seperate the keywords out. Give the better performing keywords their own ad (the same one you were using before) and then put the lesser performing keywords in their own ad and tweak it until they do perform well. With adwords, you don't have to settle for strong keywords bolstering up weak ones. You have the opportunity to make them all strong.
