Ads not showing where they have to

We have started a new campaign, we have set a high daily budged and a high bidding price. Our average position is close #1, but we are still no where to be found or we are listed at very low position.

Do you think that the problem is that our ad/site is still not approved by the reviewers and if so, how long does it take to be approved? I think our keywords are senstivie, so I guess that's the problem.

I fotgot to mention that our ad is appearing as it has to, when we are opening Google with IP Address from second(smaller) countries, like ours - Bulgaria, but if we open it with an USA IP Address the ad is not showing.

I would first look at your campaign settings to double check what countries you've selected for the ad to be displayed.

The second possibility is that it's a sensitive keyword, and it usually takes a few days for these to be reviewed.

Are there more advertisers in America for these keywords, than in your country?

Have you tried the Ads Diagnostic Tool? You can choose where you are searching. I THINK it works, but I saw an ad that was Geo Targeted for Alabama show up in New Mexico.

I think the Alabama ad was showing up as it should, but it took the final location info from New Mexico and displayed it.
