When I spoke with someone at adwords, they told me that when you create a new ad, you will be kicked out of the blue area on the left and back to the right hand side of the page. My question is, if you have 2 ads, and add a 3rd ad, will it only be the third ad kicked out of the blue, or all of them. How long does it take for the third ad that you just added to go back to the blue?

When you change an ad, it goes back into the review que. Only ads that are reviewed appear in the top blue area.

It's pretty common to see ads back in the premium spot within hours to a couple days.

Doesn't the NEW ad copy also have to gain some sort of qualitative history (Quality) before it hits the premium position? Or is this position based on the ad group as a whole and a manual review?

Is there a difference between changing an existing ad and adding a new one, if they both have the same text?

The new ad copy does have to gain some history et al, but it's pretty common for accounts with a history of having premium ads to attain this very quickly again. Of course there are exceptions.

I just changed every ad in an account due to some tracking URL changes, and every single one went back to premium within 2 days.

Changing ad text and adding new text have the same impact on your campaign - putting the ads back into the que.

It is possible under the new system that the entire process for premiums has changed, but from what I've heard, it's not happening - but with a new system, and potentially new algos - it's always possible other factors will be introduced.
