How much before adwords enter premium spot?

I have seen adwords shown in premium spot. Anyone know how much is the PPC before it is moved up to it?

things have been a bit strange lately, so not sure how accurate it is, but the link below discussed this in detail:

Previous WebmasterWorld threads have reported a consensus that the circumstances that need to come together for an Adword to be automatically "sent north" to the premium spot are a combination of CTR, bid amount, and keyword impression volume. Googleguy said going north was controlled by a automatic algorithm, not human decision.

If I set it to $2 and it goes to the premium spot. Do I really pay $2 per click? Or I pay 1 cents higher than my competitor. Or there is some minimum charges before it go to the premium spot?!

Technically you pay .01 more than your comp, but you put yourself at risk of being burned if your comp. decides to be unplesant and up their bid to .01 below your highest bid.

I don't know about the min charges. There are no upfront min charges but I don't know if there is a certain amount of clicked charges your have to rack up before you can move up.
