Can google add negative keywords?

Hi there,

I have a question. Yesterday I noticed that one of my main keywords (“bodyshop near me”) was added as a negative keyword. I asked the person who managed the account, and at first he said it was done by one of his team members. Later, he sent me a screenshot from the account history showing that the keyword was removed, and he claimed that Google added it as part of “Recommendations Auto-Apply.” Screenshot attached below.

My questions are:

How is it possible for Google (even via auto-apply settings) to add a negative keyword on its own?

Do you think my specialist is trying to blame Google?

The screenshot is about the removal, not who added it, but at the same time it does show a “Recommendations Auto-Apply” notice - which technically suggests that it came from Google.

What are your thoughts?

P.S. The client is a body shop in Los Angeles, which makes it even more strange that this keyword would be marked as a negative - by Google or by anyone else.
