Atlas is good for a rules-based approach like "keep all my keywords on position #2" or "keep the max CPC on all keywords at $1.50." Also, plan on using Atlas only if your number of keywords is lower.
If you're more interested in bidding according to ROI on various keywords, we've found Efficient Frontier to be a very good investment. We settled upon Efrontier after a lot of reasearch and evaluation other service providers like Did-It etc. So far, no complaints.
