On Google Ads -> Billing & payments -> Summary, I have USD on payment, and I have also Mastercard on EUR. How can I pay with Google Ads on EUR?

Credit cards can normally be charged in multiple currencies. Your payment will be charged in USD but the equivalent amount in EUR is deducted from your card balance.
