How does google handle instances where there is only one ad?

Currently, they show a snippet result in the top slot. If we were the only ad, would we be above the snippet result?

Ttbomk, it can work out either way, depends on many factors.

If the query is a simple question without commercial intent, for example, it's unlikely your ad will show at all. So that they now show a snippet, doesn't mean your ad could show.
