Display Network Targeting USA But Getting NON-USA Traffic

Hey All,

Ok so I have about 20 Display Network ads running and they are set to USA only. After they were approved I started getting all kinds of clicks from Brazil, Mexico and several other countries.

I went in to the Campaign and told it to block every country except USA....even though it says if you target USA it will only show USA traffic.

I'm still getting some International traffic.

What gives you think?

I'm thinking these are coming from Youtube...

I do have the aggressive automation turned on for many of the ad groups btw

"aggressive automation" = Google decides, regardless of your settings.
