Hi,

I have had a lot of problems regarding my ads being displayed using my keywords.

I should explain that I run a translation and interpreting agency in Australia which covers many European and Asian languages, therefore a lot of my keywords/phrases contain country names or language names. For example, I use that phrase 'translate French into English', but the ad doesn't show up when I search. I ran a diagnostic check and the result was "Google makes every effort to identify the geographic source for all user searches. We've determined that the user conducting this search is not located within your chosen geo-targeted area"
Now as I have mentioned I operate out of Australia and I only want business from Australia, so what do I do? If I change my settings to global, I will recieve click throughs and enquiries from all around the world, which I do not want.
Is this the only way to get my ad displayed in Oz? If so, in order to change my area settings, do I have to set up the whole account from scratch or can I edit this setting from my current campaign?

You can always edit your geographic exposure settings at the campaign level. If you look at campaign settings, there are lots of different targeting options.
