RLSA lists not populating

Hi all,

As a test, recently purchased targeted pop-under traffic for my site. As one can expect, the bounce rate was nearly 100%, but what surprised me - RLSA lists have not populated at all. Out of 10k paid visits I got 5 users eligible for RLSA list and around 1700 for GDN. The landing page loads fast.
Is it related to the fact that users logged into Google account, are ineligible for RLSA?

Is there any good and affordable ways to gather users for RLSA lists?

P.S. I do understand this whole thing is a weird idea, but I do have my reasons.

If your pop-under traffic was junk, near zero stay, near 100% bounce, might not even be a person who can store an ad prefs / rem cookie. And geo factors could do the same. Look more closely at the orig traffic, like see if javascript was running (and more).

"Is there any good and affordable ways to gather users for RLSA lists?" You get what you pay for. If you're dripping in real traffic, real people visiting, though many may be logged into Google during some visits, your honeypot should quickly fill with honey.
