I have been targeting the stat of TX in Adwords with sub targeting of individual cities. I do this so I can adjust bids for each city.

I did some other things that increased my CTR which in turn rose my cost by almost twice as much. I need to get my budget back down. From my DB I found that Dallas, Houston, & Austin is where almost all of my conversions come from. I changed my targeting to only show in those 3 cities and surrounding areas to be safe. This should reduce my spend by exactly what I want.

I understand how location targeting works for the most part the only thing I don't understand is how Google knows where somebody is on a cell phone when they are not logged into a Google service and are not using a Google phone.

How often does my IP change when I am driving around? Do cell phone towers in a certain area use the same IP's or does each one have its own IP range.

Good questions. Have you found any answers on tracking driving around and if IP's change?

Now here is one for you....I've been looking at geo dimension data quite a bit: I'm seeing really weird data at times w/ breakdowns by region/city/most specific areas...Do you see weird data on this stuff?
