Possible listing keywords on an actual quality percentage % scale?

If it is 100% confirmed that the queried keyword is the exact buyer of the product or service the Quality percent is 100%.

Wanted to know if it is possible listing all the keywords in order of quality percentages?

It's been difficult to understand your question,

Are you asking what should be the % of required keyword to utilize in content and can all the required keywords can be used in the same manner?

Or are you speaking about quality score for a keyword?

please be clear on your question.

Clarification:

When a user types "Looking for a 1bhk flat on rent in Andheri, Marol Naka" in Google, and I have a flat to rent in 1bhk Andheri, Marol Naka then I am clear 100% that this keyword is 100% good quality?

Like wise am looking how to grade keywords based on their quality percentages %. I guess it is a little tricky to answer this. Which is why I have reached here.
