1 Product, 2 Website, same keywords and same Location

I have 1 Product, 2 Website, Same Keywords and Same Location. and I have also created 2 different Campaign but when one is running another is showing "Not showing (other)".
Please suggest me how can do this?

How many AdWords accounts do you have?

In the same AdWords account, you can serve only one ad per auction.

But don't go getting a second AdWords account, unless you're absolutely sure you're not violating AdWords Double Serving policy:
