Geo-targetting problem

I am currently setting up 4 campaigns; 2 target the UK only, and the other 2 target the same 9 countries. Whilst trying to confirm that I had set everything up properly (using Anonymizer) I discovered that my ad's were not showing up in some overseas countries.

Is there a restriction with geo-targetting whereby the countries selected must be applied to all the campaigns you are running, or am I possibly doing something else wrong. Everything else appears to be working is it should, and I am getting clicks - I just don't seem to be getting them from the main country I wanted (Japan).

What is the most accurate way to check your ad's are appearing in the coutries you have specified? I have searched the forum but have not managed to locate much on this subject.

Have you tried the Ads Diagnostic Tool in the tools menu?

Or add &gl=xx at the end of your Google search string, which forces Google to treat you as you were coming from country xx (where xx is the 2-letter country code).

Example:

[google.com...]

Robsp - yes, I have tried using the ad diagnostic option. This reports that my ad is working in reverse (UK ad showing in Japan), but I can't find it anywhere. This is why I am so confused!

The report states that the ad is not shown because 'the user is located outside of your campaigns geo-targeting area'. The country I am checking on is certainly on my geo-list. In addition, my UK ad definitely does not have Japan included in the country list, but this ad is reported as showing in Japan on the diagnostic report - together with free delivery (Ouch!)

On Googles support page it states that using this tool lets you know if your ad is appearing on the fist page of results - does that mean if your ad appears on page 2 or 3 etc you won't find it by using this tool? Is this report generator reliable, or does it sometimes produce false results?

I guess I must have goofed somewhere, but it is definitely not by entering the wrong countries into the campaigns. I often make a mess of things - but I am not that stupid! That was why I asked if geo-targetting settings apply to all campaigns, in case one campaign was over-riding the other. Even that would not explain it fully though. Something does not seem right here, but I can't seem to figure it out.
