Is there any smart way to know the IP address of competitors so we can block Adwords ads from showing to these particular users?

Quick and dirty way: send them an email which contains an image (or some other file) that's hosted on a server you own. Wait and see which IP addresses access the image.

not everyone has a static ip address though, most isp's allocate ip addresses dynamically, so it can change.
