It was about 3 years ago I posted a message here on WebmasterWorld about how to target "All Languages" in Google Adwords Campaign Settings and I got the following solution from a smart member "cyberandroid". The trick was to use Google Adwords Editor and by going through the followin steps:

1. edit language targeting
2. cntrl+click the highlighted language in adwords editor to deselect
3. click OK
4. post changes (this will change the campaign back to the old all languages option)

The trick was not to select any of the languages in the Adwords Editor, but it is not working now. Is anybody here could be able to manage this issue?

1. edit language targeting
2. select 'English'
3. Hold shift key down and scroll to the last language on the list (Vietnamese) and click there.
4. Release shift key. All languages should now be highlighted
5. Click OK

Job done! Or am i missing something more complicated in your question?

It doesn't have the effect of the "All Languages" options. This way your ads will be displayed only on the listed languages not all of them.

I could be able to have an access to one of my clients accounts and the language targeting was set to "all languages" but he didn't know how their account manager had done that.

I am sure there is a way to do this.

Could it have been grandfathered in?

I'd say that seems very likely! Whatever that 'all languages' option was, it doesn't seem to exist any more.
You'd likely need to get someone at Google to tell you if it can be done behind the scenes, but it's difficult getting their customer service to do anything beyond the basics these days!

I am sure that they haven't contacted google adwords support to set this option behind the scene.

I could be able to trigger "All Languages" options in Adwords editor even when there was not such an option neither in web interface nor in the adwords editor. I am sure that there is a hidden trick.

This doesn't solve the problem. It suggests to use an alternative language that is not what I am looking for.
