One of my competitors appears to have hired a sharp PPC firm, they're showing me a few new tricks :).
They're running ads where they're replaced spaces with plus signs, like Search+Engine+Optimization
Can we do this? Or is this against TOS?

I would say against TOS. There's a clause in there that says something like you must have proper spacing as well as proper grammar and punctuation. This is not proper spacing.
Are they doing this only with the titles or the description lines as well?
Frankly, I doubt this would increase click rate. My data shows that people are turned off by this sort of thing. Goes back to what I said about proper spacing and punctuation. If it doesn't read well, they don't click.

It was only in the title. And they were #1, so it stood out like crazy.
I guess they got a ton of clicks for a short period of time though - so it worked for a day anyway.
