I think Google making us food to start Adwords service. I opened my a/c of 1st Jan'11. with 100Rs per day limit.

1st Jan 11: paid 500
1st Jan 11 Activation Fess -250 Balance 250
2nd Jan 11 27 Clicks -102.93 Balance 147.07
2nd Jan 11 Service Tax -46.69 Balance 100.38
3rd Jan 11 24 Clicks -78.82 Balance 21.56
before (9am only)

Simply means somebody is doing fake click with the help of google only. I am stopping my a/c. dont waste your money with google adwords. take helps of boots to avd. your websites is bettter idea.

It doesn't seems to be an Adwords account; maybe an ad agency.
I don't know why you need to pay before the clicks are made nor what the "Activation fees" is.
Even more, if you're outside the US, you don't need to pay taxes.
I don't know if 4Rs per click is expensive or not because I dont know what Rs is.

A Rupee is about 1.4 English pennies.
The OP appears to have signed up for pre-payment. (Maybe G don't offer that option where Lexur lives)
Google do charge for setting up new accounts in some countries, IIRC there was a GBP5 charge on mine.
There is at least one discussion of Indian Service Tax on G's own support forum. If the OP has a problem with this he needs to consult a local professional tax advisor.

The remaining balance was eaten up at a reasonable looking CPC, the total clicks don't mean much without knowing how many page views were involved. It is impossible to say if the OP is a victim of click fraud or just has a site that doesn't deliver what the ads offer.
