How to get $3 CPC keyword to less than $1 CPC?

Is it possible to get ad in 7-9 position (in google search) for a keyword that has $3 CPC for $1 Max. CPC? QS is 10, landing page offer is best vs other advertisers, ad copy is brief and targeted, keyword is targeted, single country campaign, day-time ad schedule.

All i want is to lower the CPC so that i can instead of just break even but make some profit.

You could try to work with targeting and target just cities / states instead of the entire country.
