If you look at the bottom of the page there are two results pages. Click on '2' and it then says there are three result pages. Click on '3' and it says there are four, etc.

I'd say it's a programming bug or limitation. They haven't or can't calculate the total amount of ads before displaying the first page, so if they hit the bottom and find another hit, they increment the page counter.

So the # of pages displayed so far is always known, but not the # of pages they'll ultimately need to display.

I've had to do that myself. I tell people that's not a bug, it's a feature :)

My question: Is the order the ads appear in representative of the ad's positions at that point in time or not?

If it does represent our relative positions based on CTR/Max bid, etc, it gives a very clear picture of who outweighs you, even better than just looking at yourself on an AdWords page since every ad available doesn't appear each time in the AdWords space.
