How does country targeting work w/ content network?

If I choose to only have my ads shown in the United States, how does that work on the content network? If someone from another country visits a U.S. website that is showing my ad, will it show a different ad to this person?

If you target US, only people whose IP address resolve to the US should see your ads. The country of origin of the site has no bearing.
