Adwords conversions on local search

Hi,

I would like to know if advertising throug ppc, would be better doing it in a local way than in a general way.
Will I have a better conversion if I do that?

Some webmasters say the average conversion of sales is from 2-5%. Doing this in a local advertising would be higher?
