Does Adplanner show all available placements?

It appears to me that the Adplanner tool does not show all available placements - only relatively high volume sites.

In the past I have entered individual sites in the Adwords UI and have been able to book placements even though the site doesn't appear in the Adplanner.

Admittedly I haven't looked into the differences in a while - I thought I'd ask here before starting my research.

Do publishers who use Adsense allowing placements by default?

Thanks

Not really sure. I added my sites in, so what I see is the data I put there. I've used it to find sites, but I don't know if the site owners added them or not.

[google.com ]

Google AdSense: All AdSense placement targeting-enabled placements that have sufficient traffic for Ad Planner to measure are displayed in Ad Planner.

"sufficient traffic" would seem to imply that not all placements are visible in Adplanner.

Thanks for your reply netmeg.
