Does Google look at the title and metadata of your landing page in determing your quality score?

I have a flash page that does not have much of that. Will that hurt my quality scores?

I would expect that if the bot can't make out what your page is or what it's about, it won't be able to accurately gauge its relevance to the ad or keywords.

Personally, I would not ever send a PPC campaign to page that was entirely Flash.

I'm no SEO expert but shouldn't the title tag and meta data be included pretty easily irrespective if the page is constructed in flash?

Yes, it's easy, I just never formulated it with Adwords in mind.
