Yet one of two ads in the Adgroup has been served 94.56% of the time.
How is this even rotation? Or have I missed something?

Hi pavlovapete,
The most common reason for this (at least in my past experience) has been that the advertiser was looking at two ads that started at different times for a date range in which, for example, one has been running for, say, two weeks, and the other for, say, two days.
In such a situation, the one that has been running for weeks will have been served a much higher percentage of the time for that date range.
Possible in this case?
If this is not it, it might be best to contact AdWords support directly - as a look at the account would most likely be required to get to the bottom of things.
