If someone starts another business outside their business that got banned from adwords. Can you make another adwords account? I decide to open a local shoe store then I still cannot have an adwords account for it?

You will probably want to use a different business name, contact name, address and credit card. There shouldn't appear to be any links or anything in common with the banned sites or accounts.

My understanding is that an advertiser gets banned, not a business entity. Therefore, as outlined in previous post, you have to be "another person".
