How can I open Google Ads in a new page, instead of having the ads open in the same page as they were clicked on?

If you mean you want your visitors to open ads from your pages in a new window, that violates the Google TOS you agreed to.
If you mean you want to open somebody elses ad in a new window, you should be able to just right click on the ad and select the open link in new window option.

Find the "Preferences" link located at the right side of the search box and click it. In the next window, look for "Results Window" and tick the box in front of "Open search results in a new browser window." Save settings and you'll be able to open a new window everytime you click an ad.
