I’m wondering how can my site be in the first premium spot? I’m already first for several keywords in the standard Adwords zone, but I’m still unable to be in the Premium spot. What can I do? Increase my CPC? If so how much? What is the average Cpc to be there?

I did a quick search and couldn't find the post I was looking for. But here are the most important details, from a past thread, of which there are more than a few...
...very briefly, ads are placed in the top two spots when they have met an additional performance standard, that focuses on CTR - as a measure of the ad's relevance to Google's users.So, short story, it is an excellent CTR, rather than paying more, that gets you to the top.
Also, only ads that have been reviewed and approved can go up top.

The biggest problem with stating 'the facts' is that this algo has changed several times, and I'm sure there are always minor tweaks going on behind the scenes.
One of the major points to remember: It's actual paid CPC and not max cpc that matters.
This makes it so that the CTR matters a bit more than for the other positions because of the max cpc weight change.
It is possible to be in the top spot while being the only competitor - therefore, only paying $0.05/click.
I think that statement alone says quite a bit.
