Multiple Accounts?

Does Google allow someone to have more than one account?

I would like to revisit some past campaigns using new techniques but when I try to do this in my current account, my keywords are quickly put on hold or on trial. I'm pretty sure this is because I had these disabled in the past or had high impressions before I stopped the campaign.

I would like to start fresh with a new account.
Any help is appreciated.

Delete the campaign and ask Google to remove the acccount. Then open a new account and start afresh.

you can have as many accounts as you want as long as you never bid on the same keywords for the same company i.e. spam the results.
