Ads to show across the U.S.A. instead of a few states

Ok, so far, I've tried what I think is everything. I run an answering service. I won't say what name, but I want to get into the front page of Google and I can only in certain states for a matter of hours. Using keywords related to my business. Problem is, I am not getting all but a few sales, 2 a day, but plenty of clicks.

So, I am trying to go from 4 states to the WHOLE U.S.A. while keeping a smaller or limited budget even if its on a two day period. I don't mind spending money to make money but I would like to make my 4 state strategy to the whole country. Any suggestions?

I am at a 7 / 10 with my ads by the way and they do stand on the front page of google at $30 for a rate for like the primary key word of answering service. If you can offer any advice or cluse I would highly appreciate it.
