history: I have a domain for the exact match of a keyword I am bidding on. The site is built for that keyword all the content on the site is about the keyword.

Problem: Built a campaign for this site and wanted to target the keyword "example" Remember the Domain name and site is built for this keyword. The new campaign was approved within an hour but here is the problem. None of the keywords are being shown. Quality score on all keywords I am using are between a 7-8.

keywords are showing "Eligible"in the campaign.

But the Keywords not showing because "Below first page bid
First page bid estimate: $.x amount"

I have my max bid set well over the above estimate and there is only one other bidder on this keyword so what's the deal. Cost per day is set correct. I have gone over the account over and over and just can't seem to understand the issue.

What am I missing I have been doing adwords for years and this is a first for me and I am plain stumped on what I need to do.

Ok I figured it out. For some reason even though I have the max cpc set by default the system was not setting it to the default setting even though I had this setting set. I had to do it manually in the keyword to get the ad to display.
Why have this option if it doesn't work like it is set up and I have to enter the cpc manually for each keyword?

I will have to admit this is the first time I have used the new interface and that might be the issue as well. Learning curve.
