Now if you perform a search for "widgets" you will see his 7 domains in a row showing up on AdWords. Obviously he has very deep pockets and is trying to not let anybody else advertise under particular keywords. He is setting very high CPC limits and nobody dares to outbid him
Now, I could not care less about him or his tactics, for I fold #1 and 2 positions for most keywords in this field in regular search results. What bugs me is that he does not allow anybody else advertise and thus eliminating a healthy competition in the market.
Does Google have policy against such tactics similar to their regular serps?

Remember they do NOT know every industry or the players involved, and the more evidence you can give the better it is.
Personally I think the man/woman must be an idiot for doing a trick like this, but who knows what forum they read :)
