We'd like to notify you that the AdWords system has slowed the delivery of some of your ads because one or more of your keywords isn't meeting the minimum required clickthrough rate (CTR).
It's critical that you review your ads as soon as possible. If your keywords continue to perform below this minimum requirement, the system may disable them completely. Also, please note that if the system slows your account due to low performance three times in a row, we will charge you a $5.00 fee every third time you restore it.

I wish this email actually told me what to do. What I mean is, I have keywords with 2-3% CTR 'on hold' right now. Am I suppose to delete those? Why they are on hold is beyond me, and Google should do a better job imo of telling the advertiser what is going on.
I know some are thinking my keywords are not targeted at all. Well thats not true. We just opened up a Adwords account and are testing a variety of creative to find out what works and what does not. Sounds reasonable I think. It has only been open for a week.
So now after testing various title lines I want to test some descriptions. Hopefully Google does not get mad at me again. I still do not have much of a clue what it wants me to do other than delete everything not marked with a 'normal' status? That stinks, half of our click throughs are either now on trial or on hold and the vast majority of those have at least a 1% CTR.......
First of all, google will disable any keyword that doesnt have a .5% CTR. If you get so many keywords that do not meet that criteria they may slow down your entire account. Its a pretty easy fix all you have to do is click a button where it says "resume full delivery".
Now as far as your CTR, concerned be very careful about what the CTR is actually telling you. A 2-3% CTR might be the result combined with the content netword performance on your keywords. That has NO BEARING on your keywords getting dissaproved/slowed. So if you keyword is doing bad on google itself, and doing great on the content network you will still get disabled/placed on hold.
