Buying traffic for France getting it from Tunisia, Morocco and Algeria

In one campaign I have France as my country target. However because French speakers in Algeria, Morroco and Tunisia use google.fr I end up paying for clicks from these surfers too. It's not a small number.

For example, yesterday 35% of the visitors were from these other countries.

It's incredibly misleading that I receive these visitors as I haven't opted in for those countries, and I wouldn't have even noticed if I didn't have geotargetting setup for my logs.

What is also frustrating is I can't opt-out. You can only exclude geographic regions when you're opted in to the greater region, which in this case I'm not.

One solution might be to opt-in to these countries and try and optout to all the smaller regions? Any other ideas?

One way I thought was to not select France as a country, but just draw a bunch of custom shapes over France. Curious to see if this will work.
