Quality score for content network campaign keywords?

Why does Google give Quality score for content network keywords?

For contextual targeting, AdWords looks at the themes of the keywords in an ad group to decide whether to show ad for relevant content.

Does it weigh keywords individually in content network campaigns?
Please explain

[...] Quality Score for the content network is based on the following factors:

* The relevance of the ad and the keywords in the ad group to a content page
* The ad's performance history on the page and similar pages
*The quality of your ad's landing page [...]

cybergal,
if it has a high quality score on search it will on content too. Test it out on the search network and you'll have your answer.

I know it's not the same on search and content, but it's a good indicator b/c Google is very sneaky with their quality score algorithm, especially on the content network.
