I want to run a campaign advertising a piece of software that reads through your last betting results and recommends a staking plan.

However Google doesnt allow gambling software, would this be considered gambling software ? Although it doesnt place bets just looks at historic data.

You could send them an e-mail and ask. They've recently changed the policy on alcohol to be more lenient so they might allow these ads since they don't promote gambling itself, just gambling related software.
