If its one person, one business then no. But for example you have an Adwords account and you advertise your company but your wife also wants to use Adwords then yes you can have an Adwords account.

Like wise if you have two separate businesses and you would like them both to use Adwords then yes they both can have Adwords account.

Basically look at it this way only one Adwords account per entity. You may not have multiple Adwords accounts for one person or one business this is against the current policy.
