i see on the google search network that some advertiser are using unrelavant high volume search words and in this way there are getting tons of clicks to a fake url and this fake url and user click this url and finally they reach the real url. i see that these urls are constantly changing because google keeps blocking them as they are unrelavant keywords low ctr.
what i could not understand in this that how come these people can launch new urls over and over with the same keywords and they keep getting inactive and they relaunch new urls again? are they creating new google adwords account every time to start fresh over or how they are managing it?
i am really wondering that because quality score is dead now in my google account as i used unrelevant low ctr keywords. and i have to wait months to recover. but these people are using unrelavant keywords everyday and they are everyday there with a new url. how do they do it? any idea?

There are many hackers, scammers and cheaters out there. They are mostly from countries such as Turkey, Russia and China that are far removed from Google's legal reach. Google will work to take action against these people's ads. However, Googles efforts are generally only short term and the scammers will just return. These people often use stolen or fake credit cards so they will not pay for clicks. The account gets shut down and then they simply recreate a new one and it starts all over. We have been dealing with this for YEARS and Google is only able to put band-aids on the situation. It's absolutely astonishing that a company with the resources of Google doesn't put an end to this. What makes this even worse is that these people operate at free will over weekends and holidays when Google does not provide support to their advertisers.

i understand but it is not that hard to find who is behind these ads. because it all directs to the same url in the end. and i understand that this is why so genorously paying unrelavant max bids to get the higher positions. anyway i think i am clear. thanks for the post. by the way you say we...are you a google worker?

One solution to preventing the scammers from starting in the first place is for google to hire a few fraud specialists to monitor high value areas like high priced electronics for fraudulent sites. They are not hard to spot. Many have horrible reseller ratings (some have ratings less than 1 out of 10). I am amazed how much fraud there is and it is not being addressed. Even when you report them, they take forever to remove them, and many times do nothing.
