No difference. Paused is like it does not exist. When switching ads, you have to give it some time to get reflected onto QS on keyword level.

in my opinion, if it is a brand new account, you need to get some traffic to even figure out what the reliable ad copy ctr is. Once you have 100-150K impressions, the account QS seems to stabilize. During this initial period, once the ad had about 1000 impressions or so, I suggest you edit the low ctr ads rather than pause it.
