Does landing page play a role in quality score

I am new to adwords but not to Google

I was reading Perry's book where he mentioned about quality score which is based on CTR, historical performance, keyword to ad match and other factors.

In other factors, does the landing page play a role? The title, keywords, anchor text, incoming links etc, does they play a role?

Does it mean that for a good and relevant website, I need to pay less?

Your help is highly appreciate. I am new to adwords (but web is in my blood for past few years), expect me more here.

Landing page does affect your QS in quite a few ways. Here is the Google page that links to all the information on landing page and Quality Score:

Another question:

If I have two pages (sites), one is ranking #8 for blue widget and another one is ranking #56 for blue widget. Keep the rest of the factors like bidding price same, will the #8 page rank better?

Now if yes, then will it also help in reducing my CPC to get a better position?
