CTR Calculation Questions

Does anyone know the length of time Google uses to determine your CTR for the purposes of CPC and Position? I am curious if I make changes to my ads, will it have an immediate effect on keywords with a really long history? Is it better to relaunch these words fresh, or will Google quickly give me due credit for the new, higher CTRs immeadiately?

Also, is there anyway to see the true CTR google uses to postion and charge me without seeing the "diluted CTR" that includes partner clicks? Is the only way to do this to uncheck the syndication boxes for search and content?

I'm pretty sure that AdWords needs at least 1000 impressions to start taking the CTR into account (correct me if I'm wrong here) and that if CTR calculations are done in real time, all the time. So if your CTR goes up it will immediately effect the position of your ad (that's why you sometimes see ads flying around when you refresh a search).
