1.) Is this list a list of keywords that are actually being searched for on a frequent basis or are some keywords not actually searched for on Google, but added to the list because they seem to be obvious terms to use just in case?
2.) I assume that Google would be wise enough to list these phrases in order of popularity. In other words would the 22nd phrase on the list receive more daily searches than the 23rd phrase?
3.) If that is the case, how often are these numbers updated? Daily? Weekly? Month? Yearly?
4.) I also assume that if a keyword phrase is listed on this list then it has been searched for on Google in the past, right?
5.) If that is right, then how recent of a search would qualify the keywords to be listed? In other words if a keyword phrase has been searched for at least once in the last 30 days would it make the list? What if the last search for a keyword phrase was 6 months ago, would it make the list?
6.) Also, please advise me of any other information I need to know about how Google derives the following list of keywords for the term < gift baskets >? And is there a maximum amount of keywords that will be displayed even if there are more or will Google display them all? The following list consists of 199 keywords.

You might be a bit too specific for round here. But the best way to gauge what google thinks of those words is to bang them all into a campaign, set the bidding to maximum and seeing what google suggests the click through will be. This appears to be the data google works on. This generally shows that the words at the top of the 'sandbox' list are more popular.
However, this tool can be unreliable and there are many other factors involved in how many clicks your keywords will get: your advert, other bidding changes, nationality, language, etc.
As for how google rates the words, I'm not sure.
