$10 minimum bids for Google recommended highly targeted keywords

I opened up my Adwords account and clicked on the tools section for the Google keyword tool.

I typed in the url I was going to promote.

The tool returned a short list of 6 highly relevant keywords.

I wrote some ads containing the keywords and linked back to the exact page I originally entered in the keyword tool.

The keywords still came back inactive -- the minimum bids were $10.

How can Google possibly say these are the best keywords in the keyword tool -- then say these keywords are not relevant?

The keywords might be highly relevant, but what you might need to do is work on the ads. Including the keyword in the ad isn't really enough; it needs to be pretty tightly focused to the landing page. When I have QS issues, the first thing I do is break up the keywords into more (and more focused) ad groups - but if you only have a few keywords, you might not need to do that - and I rewrite my ads.
