Obtain top 3 position

Hello, I'd like to know what it takes to obtain the top 3 (pink area) sponsor ad links for a particular keyword. Currently, the top 3 positions are ALWAYS showing the same ads, they never change. I've tried altering my MaxCPC, daily budget, etc. but it doesn't seem to effect my position (page 4 of the sponsor ad links).

What is the strategy to obtain higher positioning?

I think you should see the quality score. also i suggest you to do a contenious bidding.

There is a minimum Q.S threshold that one needs to cross for the ad to be displayed on the top three positions according to a google online help personnel. So unless that happens, even thought there are no competitors, your ad will be displayed in the 4th position and the top 3 will be left blank.
