I suspect the underlying algo is continuously optimizing the presentation of ads in both ways (i.e. rising up to the budget-limit for new campaigns and slowly going down to zero for deleted campaigns), depending on feedback by user behaviour and other factors.
But I'd second, that such a delay is indeed suspicious, and it would be helpful if a google insider could point to a location with a precise explanation. For instance, I'd like to know whether the code within the adsense ads contains some sort of a time stamp, in order to make sure pages cached or copied on resources other than the original page do not generate paid clicks for campaigns which died months ago.
I was given 2 different explanations from 2 different google reps regarding this very issue.
The first rep told me that although a keyword states "inactive for search", it is only inactive for google search, and can possibly trigger ads through their search partners.
When I brought this up to another google rep, he was unaware of this explanation. And he said the reason we see impressions & clicks next to keywords marked "inactive for search" is because keywords can go back and forth between inactive & active. Our keywords are in constant competition with other advertisers, and sometimes, our keywords are just not making it through the auction process, hence getting slated as "inactive for search", but there will be times when that keyword makes it through the auction process, perhaps because some advertisers do not advertise at a given time, or perhaps because they lower their bids after 10PM, or maybe an advertiser has exhausted their daily budget, for whatever reason, that keyword becomes active for search again, and it's during those times they generate impressions & clicks. In other words, that keyword is fluctuating between inactive for search, and active for search, depending on how steep the competition is...
Not sure which one is correct, or if either are correct, but it's what I as told by 2 different google reps...
Inactive for search keywords have a Quality Score and bid too low to trigger ads on searches for Google or the search network, but they remain active for content impressions. These keywords may occasionally accrue search clicks as we re-assess their quality.
