Our company gets advice from two different companies in relation to Adwords. One swears by Landing pages saying they will give us lots of prequalified leads while the other says we should direct hits to specific pages on the web site as landing pages won't be as strong as the web pages themselvs. Who's right and whos wrong?

I suppose it all depends on how well you design your landing pages and if they surpass the quality of the web pages. It will require more work but it could pay off.

That question can only be answered by testing. Utilize both the web site and custom designed landing pages and monitor conversions.

Then redesign the landing page again to continue testing new ideas, messages, layouts, etc. Never stop testing/learning.

Landing pages all the way! As long as they're good quality. A landing page gives you the major advantage of being able to edit for optimum conversion without disrupting the look and feel of the main website.

Once a great landing page is created it can also give you an insight into how the main website should change in order for it to perform better.
