Keyword Inactive for search getting impressions

A week or so ago yet another of my keywords was made 'Inactive for search' it's annoying as I had a good CTR but I accept Google hates me and this stuff happens.

I've just had a look at the ad group again and the keyword in question appears to be getting impressions :) not as many as before and no clicks yet but the impressions are going up and it still says
'Inactive for search
Increase quality or bid £2.50 to activate'

Also it doesn’t appear when I search with the Ads Diagnostic Tool.

I’m not complaining it’s nice to be winning for once, I’m just curious whether it’s actually appearing or are Google just teasing me again.

Is it perhaps still appearing on the search network, is this affected by quality score and bid in the same way, I assumed so?

Any ideas?

My AdWords page for keywords for an ad has the following:

Inactive for search keywords have a Quality Score and bid too low to trigger ads on searches for Google or the search network, but they remain active for content impressions. These keywords may occasionally accrue search clicks as we re-assess their quality.

My ads that have a bid price well below the very high minimum bids occasionally get impressions and clicks, but it's a hit or miss thing.

do you have content network enabled? could be imps on that side of things.
