Yes, it's "legal" - but, in some countries your ad won't show. And, typically, there are restrictions around using the 'keyword' in your ad text.

never tried it.....but seem very legal to me......few months back i saw my competitor using my domain name.....but that time i cudnt get my head around it ......but i know what u mean and what he was trying to do.

It can be illegal if the domain is trademarked.
