Hi,

As far as I know, the AdWords system has to recognize at least one character per line. If you meet this criterion, you're cool.

Although I would think this ad would get a poor quality score since there is no correlation between the ad title and description and the landing page.

I have had ads stopped for similar things in the past. I used a non-breaking space on both lines of the description. CTR was through the roof until it got disabled.

No, this ad will get removed... either on its own, or via inquiries from other advertisers. I've seen similarly bizarre ads... one that contained 'music note' symbols (which is against policy), for example... but most don't last more than a few hours.

Is it possible that these are foreign characters (chinese / japanese / etc.) which your computer doesn't support and so displays as "?"? Perhaps a chinese advertiser clicked 'worldwide' by mistake...
